Purpose of the Acceptance and Handover Certificate

The acceptance and handover certificate records the completion of construction and installation works, verification of quality, and compliance with technical requirements. It is required for official commissioning, transfer to the operational balance, and commencement of operation of a railway section or facility.

Handover of an Industrial Access Track (Odesa Region, 2022)

Inspection and preparation of the acceptance certificate were carried out. The documents were approved by Ukrzaliznytsia and the State Architectural and Construction Inspectorate, and the track was commissioned with the highest safety category.

Acceptance of a Level Crossing after Major Overhaul (Poltava Region, 2021)

Inspection certificates were prepared, signaling and decking were tested, and the acceptance certificate was issued with the participation of railway and client representatives.

Frequently Asked Questions

Who signs the acceptance and handover certificate?

The certificate is signed by all members of the commission — representatives of the client, contractor, technical supervision, Ukrzaliznytsia, and other involved organizations.

Is it possible to issue the certificate without a Ukrzaliznytsia representative?

No. For railway facilities, the participation of a Ukrzaliznytsia track service representative or an authorized engineer is mandatory.

What should be done if the commission identifies comments?

Comments are recorded in a separate list. After their elimination, a repeated acceptance inspection is carried out and the final certificate is signed without restrictions.

In what format is the certificate provided?

The certificate is issued in hard copy with signatures and official seals of all parties, as well as in electronic format (PDF, DOC) for archiving and further approvals.
